Belgium has issued more than 101,500 temporary protection certificates to Ukrainians

EMN Belgium reports that Belgium issued 101,536 temporary protection certificates from the start of the full-scale war through 31 January 2026. About 70,600 displaced Ukrainians still remained in the country at that time.

Most certificates, 63,356, were issued in 2022. The number then fell to 15,626 in 2023, 13,277 in 2024, 8,756 in 2025 and 521 in January 2026. The national register still listed 70,636 people, while 22,594 had been removed after leaving, dying or changing address; 5,841 had returned to Ukraine.

Housing support was also being reduced. In Wallonia, contracted reception centres fell from 25 at the end of 2024 to around ten by mid-2025. Funding for local emergency shelters in Flanders was due to end on 31 March 2026, leaving municipalities to fund them or help residents move to private rentals. Ghent’s emergency village was an exception, planned to operate until March 2027.
